Returns the verified user record. Returns 409 with code user_pending_kyc
if the user has submitted KYC but has not yet been promoted to a verified
user (still PENDING, or terminal failure such as FAILURE/MORTALITY/PEP/OFAC).
Use GET /private/v1/users/{userId}/kyc-status to inspect KYC details.
