Sends the verification message for a verification started by
POST /private/v1/one-click/verifications, and is how you resend one
the user never received. Each delivery spends an attempt, so the
attemptsRemaining in the response is the budget you have left.

The body chooses what the message contains, and format is the only
option: send {} to take the default configured for ProphetX in the
Verified Inc dashboard. Only the code format is supported.
